We have set up a virtual Microsoft clustered environment and I want to set one virtual machine to run on each physical server.

How can I do this?

A cluster sounds to me like a topic which would find better answers on serverfault.com, our sister site dedicated to sysadmin questions. I'm voting to migrate your question there.
