I have an http post application that allows me to upload files to my server. I'm hosting the application on a fedora server running tomcat. When I disable firestarter I can post. When firestarter is running I cannot. What can I do to enable posts to my application?

Firestarter is not the standard firewall implementation on Fedora so you may need to consult the Firestarter documentation for the specifics of modifying your firewall.

HTTP is assigned by IANA to port 80. Most Apache Tomcat installations default to listening on port 8080 (this avoids conflicts with a local HTTPD install and removes the need for root permissions to acquire its port). Depending on how you're trying to post to the server, I would try opening up port 80 and/or 8080 on your firewall.
