Administrator user installed win server 2003
and now i can't install service pack 2 getting Access Denied.
How can it be?

You might want to check the windows event log. I've seen permission denied on SP2 for Windows 2003, and Visual Studio 2008 SP1 after they altered the length of the certificate that it was signed with. Windows throws a weird error, and you get a permission denied, but the real error is hidden in the event log. Other errors I've seen related to it are things along the lines of policy permissions denying you to run the software.
