I am hosting phpBB on dedicated server using XAMPP..
However after certain time, my forum isn't accessible and only blank page is shown.
Is there any program that can restart apache every few hours on windows?

Even on Windows there is no excuse for having to restart apache. Somewhere along the line you have faulty software that is eating memory and not releasing it or opening processes and not closing them or doing something else nasty to your system. You should troubleshoot this issue until you find and fix the culprit, not hack the system to restart apache (which there are lots of ways to do, but none of them will be a good solution for you). Think of it like a maimed horse, maybe with a broken ankle. If you beat him with a whip every time he falls you can get him to stand up and go a few paces before he quits again; but what you really need to do is get that ankle fixed up! | |||
