Besides starting up into safe mode (which you implied didn't work), you can use a Linux live-CD to get your personal files off the drive in case you don't have backups (I recommend Ubuntu). I recommend getting the things you absolutely need, off the drive first, so during your recovery efforts, you won't lose them forever.

As for this, this doesn't sound good. If you can identify what virus it was, you may be able to recover your system. If not, I find a good solution for these kinds of things is to reformat and reinstall.
