Try and connect using the mysql command line client and check if MySQL responds. –  Faisal Feroz Jan 26 '11 at 13:23

I recommend you use XAMPP from apachefriends.org. It has everything you need and works perfectly fine with Windows 7.

Just follow the install instruction and you should be set up with a local server within minutes.

Have you tried making sure that the following is in your PHPMyAdmin config file?

$cfg['Servers'][$i]['connect_type'] = 'tcp';
