Need a local network (9 computers) common address/phone/notes book. It would be much better with tag system. It would be nice if it will hide in tray. It would be pretty if it will be opensource or at least freeware. It would be gorgeous if it could be customized with plugins and so on.

You're asking a lot for free. For a small fee, there's Dencom GAB (Global Address Book), which is an Outlook plugin. Why don't you also tell us what email client (and server) your staff use?
