Is there any wat to disable the ptrace system call on RHEL5?

That is a program that blocked system call ptrace:

but I found it in the archive with useful programs and did not check availability.

That pt_fix.c looks like deep magic. That's not to say it won't work. is a kernel module that looks reasonable.

I don't know if it is available for RHEL5 but lcap ( ) would make it easy: lcap CAP_SYS_PTRACE.

I have not used either of these tools.
