In my company there are 20 people. We all need to connect via Remote Desktop to Windows 2008 server to use specyfic application.

We need Remote Desktop but the CALs are expensive. So I'm looking for replacement. Is there any free solution that can handle multiple users (signed in this same time to different Windows account) over the network?

I was thinking of VNC client, but don't know if VNC serwer can handle multiple Windows sessions?

No, there are no replacements if you want to use Windows.

Your only option is to use LTSP (Linux Terminal Server Project) if you don't have any money.

As far as CAL licenses, if you look around on google shopper you might be able to find some cheaper resellers. I know M$ sells em for around $3k for 20 licenses. My company actually needed them recently and I was looking at M$ and was surprised by the price but someone pointed out to me the resellers. I don't want to post 'em here for fear of getting flagged but a quick google shopper search will turn up what you need. Hope this helps!

Are you logging into the server from within the network or without? If you're logging in from without, LogMeIn is a free solution you could look at if you must have everyone able to login to it simultaneously.
