Is it possible to verify (preferably without confrontation) that someone does indeed hold a certain certificate? (Especially Microsoft and Cisco)

Ask him for the certificate number. Almost all certifications provide a unique ID that can be looked up. For example visit: verify.CompTIA.org and punch in the code T6QMVD8JMCR4YB4M to see my Security+ details. – Zoredache Aug 7 '11 at 1:54

If you're not his boss, it's none of your business. – womble Aug 7 '11 at 4:06
@womble agreed, but sometimes there is a difference between actual situations and the questions asked in an online forum – routeNpingme Aug 7 '11 at 13:52
In other "online forums" perhaps, not this one. From the FAQ: "You should only ask practical, answerable questions based on actual problems that you face" (emphasis added). We don't do "hypotheticals" here. – womble Aug 7 '11 at 17:48

Questions on Server Fault are expected to generally relate to servers, networking, or desktop infrastructure, within the scope defined in the faq.

In both case you'll need information from the coworker to plug into the forms which is going to make a confrontation hard to avoid.

Cisco
Microsoft
