Dkim always return as neutral in email headers

It means that DKIM was neither verified nor repudiated for the given message.

I'm assuming you're DKIM signing your outgoing messages, in which case it means that you're successfully putting a DKIM message in your outgoing header, but either the DKIM information for the selector in your DNS record is missing or does not match the signature.
