How to give users access to change setting of non-Unicode without administrative privileges?

Question

With user privileges they can not to change setting of non-Unicode programs in Regional and Languages because advanced bar is missing so how to give access to users to change it without administrative privileges? May I have to do something in registry or via GPO? Thank you in advance.
