We've started encountering an error described by http://support.microsoft.com/kb/971521 The "applies to" section only lists .Net framework 2 sp2. Our application uses .Net 2 sp2 running on Windows 2k8, so I downloaded it and tried to install. Windows 2008 comes with .Net 2 sp2 pre-installed. So it does not show up on the add/remove programs list or the installed updates list. Looking at the registry key HKEY_LOCAL_MACHINE\Software\Microsoft\NET Framework Setup\NDP\v2.0.50727 shows that it is indeed installed. I checked my copy of the affected dll listed in the KB and it is indeed older. However when I run the hotfix, I get the following error:

None of the products that are addressed by this software update are installed on this computer. Click Cancel to exit setup.

While the installer runs, it decompresses its files into the temp directory and I tried running NDP20sp2-kb971521.msp manually, but it returned a similar error.

I'm stuck wondering if this hotfix is applicable to my environment but the installer is faulty.
