I am running sqiud and keep getting an error message that

My cache is running out of file descriptors

When squid starts, it shows that it has started with 256 file descriptors available. The descriptors can be seen when typing ulimit -n which gives 256.

How can i Change ulimit value and make it permanent so that the squid process can start with 4096 file descriptors?
