I have a situation, where there are users in a group, who are only allowed to email internally.

I have created an external domain, which i need to allow that internal group to be able to send to, but i'm getting a failure. Is it possible to only allow them to send to certain domains?

Yes you can. I'm assuming that you're restricting the users on the default SMTP Connector. If so, then you need to create another SMTP connector for the address space that you want them to be able to send to. Note that delivery restrictions are CPU intensive as every outgoing email has to be evaluated for a match on the delivery restrictions.
