Have you made sure to update your package list first? # sudo apt-get update –  Kvisle Oct 16 '11 at 13:23

Try to refresh repository indexes running from terminal:

sudo apt-get update

If doesn't work, open Software Sources and make sure universe channel is enabled (and refresh).

I'd manually install it if the package isn't found. phpMyAdmin barely requires any installation efforts if you just download the archive from their site. Just unpack and change the config.sample.inc.php and save it as config.inc.php. That's pretty much it.
