I am getting irritated with having to upload all the code im playing with to a remote server (that can take far too long at slow internet times). To make this easier, im going to setup my desktop that spends most of its time as a glorified video player, so that it can do all my testing on that.

I was wondering if anyone knew of either how-to's or a repository to set up WAMP with the optimal settings to not steal all my memory, but still act in the same way that my server works.

sorry, after doing a fair amount of googling (simply putting wamp server worked) came up with this:

seems quite good

There is also the BitNami WAMPStack. While it does the same job as the WAMPServer it makes configuring the MySQL database a lot easier. Tis could be used as a fully -fledged webserver but I woudln't really reccomend it.
