Does 802.11 (or any of its extensions) support some sort of intelligent transmit power control? If so, is it usually enabled or does it require some non-standard extensions?

I've read that 802.11h implements some kind of per-network maximum transmit power level to conform to regulatory requirements; but I'm wondering if there is some sort of per-client or even per-transmission scheme that reduces the transmit power if that's possible, in order to decrease interference to other networks.
