I have a standalone DC in an isolated lab. I have installed the SUR tool and found no errors. I ran SFC and found no errors. I have attempted to install Windows Backup feature using Powershell, but received the same error about the computer needing to be restarted. Powershell cmdlets will list all of the installed roles and features. The rest of Server Manager works without problems.

What can I do to get Server Manager Roles and Features working properly again?

This may seem silly, but since you don't mention it in your question, I have to ask. Have you actually rebooted since seeing the message? You can't add/remove roles or features while there is a reboot pending. –  MDMarra Nov 28 '11 at 20:47

I deleted the contents of %systemroo%\windows\winsxs\Temp folder and found no change. This was the only folder that had any mention of pending.xml files. I also found no HKEY\LocalMachine\Components key. –  MattChorba Dec 8 '11 at 20:39
