Try running locale-gen - this will re-compile a list of all available locales.

It worked. Any idea how it got messed up at the first place? How did you know it was broken locale file? Or was it? – Computist Dec 20 '11 at 4:21
I've come across that once before on my own Debian installs; For some reason or another there's a list of 'available locales' that never got generated; as to why is beyond me. – thinice Dec 20 '11 at 4:48
