We are running windows server 2008 with exchange 2007. We are having mounting issues after the server went down. We have exchange installed on the E: drive. When i go into exchange power shell and attempt eseutil /d I get -1032 (JET_errFileAccessDenied)

Defragmentation and mounting is 2 very different things. If you simply cannot mount the database, first of all, make sure that the Information Store service is started.

Regarding the defrag; before you can defrag an exchange mailbox database, you need to take it offline by dismounting it.

Once, again make sure that the Microsoft Exchange Information Store (MSExchangeIS) service is running. Next dismount the database either from the Exchange Management Console, or by using the Dismount-Database cmdlet in the Exchange Management Shell (the "exchange powershell", if you will).

When you are sure that the database is dismounted/offline, open an elevated Command Prompt ("Run As Administrator"), and issue the eseutil /d [mdb path] command from there.

-1032 (JET_errFileAccessDenied) (And associated Event ID 489) indicates that the EDB file is in use by another program. Can you disable anti-virus software on the server and try running eseutil again?
