We are running windows server 2008 with exchange 2007. We are having mounting issues after the server went down. We have exchange installed on the E: drive. When i go into exchange power shell and attempt eseutil /d I get -1032 (JET_errFileAccessDenied)

Defragmentation and mounting is 2 very different things. If you simply cannot mount the database, first of all, make sure that the Information Store service is started. Regarding the defrag; before you can defrag an exchange mailbox database, you need to take it offline by dismounting it.
