I want to restore a mailbox from a archived vault tape. How do you do this?

It depends on how you are doing your backups. If you are using software that pulls individual mailbox backups, usually via MAPI, you just load the tape up and follow your backup software's restore procedure.

If you are only backing up the mail databases, then you're going to need to have another Exchange box set up somewhere outside of your production environment. Then you'll restore the whole mail database to that. From there, you can export just the mailbox you want and restore it to the user in question.
