I know there is a nice mod called mod_loadavg, but it seems it doesn't work with Apache 2.2.22. Can you tell me what else should I use ?

Well, nice will reduce the priority so that other competing processes won't be shut out by Apache. That's the usual first stop.

Besides that, you can look into cpulimit. I'd be surprised if nice isn't sufficient for your purposes, though.

I don't want to limit Apache, just allow users to run up to 25% of the cpu via httpd. –  Spacedust Mar 9 '12 at 22:57
