Is there an ftp program that listens to directory changes and automatically uploads those files to the server?

The quality of the question really makes me not want to answer it... plus it's probably going to get closed anyway, but whatever.

Basically because it's a shopping question, which are off-topic here, as well as being vague and missing important details like what OS it needs to run on, for an example of a very basic and important detail you left out. – HopelessN00b Jun 28 '12 at 11:52
