Seems like my hosting has forbid <directory>, <location> directives. I'm trying to order allow,deny for directory to restrict by ip ranges and exact ips and to allow from all to a sub-directory. At first thought satisfy any in sub .htaccess wound do the trick but it's not working - resulting in "forbiden" as well.
