I am trying to catch a paper submission deadline and it is very important that we order things as soon as possible. I can wait for the processor to arrive and see whether it has the heatsink or not? But, if someone can tell me the usual practice, then it will be really helpful.

This is like asking if all ice cream comes come with sprinkles. In general, boxed retail CPUs do include a heatsink these days, but that's not what you're buying here. It's up to each vendor to decide what they include or don't, especially when the item for sale isn't the retail item. Consult the vendor directly for issues like this, or always buy the boxed retail version of a component.
