We currently use Fonality PBX system and their PBX server in our office now, however its all messed up and they dont want to fix it because service agreement expired, mind you the they told us even if we replace service agreement we going to have to buy new server, because software version we have installed on ours is old and not upgradable.

I am looking to replace that PBX system completely with new one.

Is there some other products other than PBX that can let me have 25 extensions on 4 lines?

It can be hosted remotely or locally and can be either physical phones or software service.

I'm sorry, but product and service recommendations are off-topic on all Stack Exchange sites due to the rapidly changing landscape of providers and pricing. There are many places that offer VOIP provider reviews - your best bet would be to feed that to Google and evaluate the companies that you find to see which one meets your needs. – voretaq7 Aug 10 '12 at 19:34
