What can I do in this situation? Can I reboot remote computer or somehow kick it?

Try ctrl-alt-insert or delete –  Andrew Smith Aug 15 '12 at 21:37

Ctrl-Alt-Del calls local machine task manager. Ctrl-Alt-Inset does nothing. –  Dims Aug 15 '12 at 21:40

If all you want to do reboot a windows machine.

shutdown –m \computername –r –f

From command prompt will do it, assuming it is still in someway up. As this is a windows 7 machine I am guessing its a desktop, can someone else not restart it?
