I'm looking for a tool that can simulate and create networks with different machines , kind of intranet , tool for creating networks configuration on real or VM ?

For modeling whole networks, then Cisco NPS is nice - If you merely want to play around confiugring individiaul machines on a small network - use virtual machines. – symcbean Aug 17 '12 at 8:35
