What is the best and least expensive way to setup an internet radio?

The radio will be playing an mp3 playlist for now. In the future I like to add live features also I would like to enable users to create and stream their own playlists (station)

So far the options seems to be:

  1. Using a existing service like Live365
  2. Leasing a VPS or a dedicated box and installing streaming server app(s) and go from there...

Setting up my own server seems to be way cheaper (or am I missing something?) but hard to setup and manage (or is it?)

What hosting solution is appropriate for this? I would assume bandwidth (mbps) is the crutial factor in finding a good hosting.. I am confused as to what is the best approach to this?

P.S. my budget is limited (under $100/month)

You can take a VPS, with lot of bandwidth, according to the users.

Servers are always not very easy to setup. But, it is cheap to do. A 100 MBps Connection will do.
