How do I configure Apache Traffic Server for the following conditions:

When a request is received, resolve it as a static file from disk. If the file cannot be found, hit another webserver (Tomcat) and return its response. The secondary webserver is responsible for writing these static files.

The Traffic Server is a proxy. It would cache files from an upstream webserver, but it could not serve static files from disk. –  Thomas Berger Oct 12 '12 at 19:43
