I have spamassassin 3.2.5 and I want to use ether URIDNSBL or SURBL to improve the performance, if anyone knows how to enable or use these plugins I would love to here from you.

You need to turn on network tests. See:

http://www.surbl.org/faq.html#nettest

and also the usage policy on the site.
