I bought a vps and when I connect to it I saw plesk and mail enable installed.
Are Plesk and MailEnable for windows web server 2008 installed as default or does DataCenter have installed them individually?

Your VPS providor would have installed Plesk - no way would Plesk "come" with Server 2008 editions. –  tombull89 Oct 15 '12 at 12:51

If you hover over the "down" arrow you'll see "this question does not show any research effort, is unclear or not useful." I've never installed or used Plesk so I woudln't know where to start and "please give me teh tutorial" isn't how ServerFault really works, I'm sorry. –  tombull89 Oct 15 '12 at 12:58

No, Plesk is not a Microsoft product.

Please point questions like these over to your service provider if you are having difficulties finding out stuff like this with - let's say - google.
