I'm trying to configure a cluster in VMware vCenter 5.1 with DRS and DPM activated to put higher load on physical hosts (90% instead of default 63 %) and power off machines that are not needed.

According to this VMware's KB article

it should be possible via setting the DemandCapacityRatioTarget option. However setting this option seems to have no effect and DPM continues to optimize load on physical hosts around 60%.

Is there anything else I should do?

I'm using vCenter 5.1 and ESXi 5.1.
