Is there any program from win 7 that blocks all TCP connections by default, when a new connection is open asks me if I allow or not and remembers it?

I cannot find anything like this.. thanks

the windows firewall can do this, from the control panel. For end user or home computing questions, you'll want superuser.com rather than serverfault.com – Sirex Dec 18 '12 at 20:36
well, the firewall don't block every single connection.. I would like to block really a lot of connections like this: 212.113.184.* for example – Totty Dec 18 '12 at 20:46
