I want to limit connections to my server to one connection per second on every port in range 10000:65535

I started using this rule:

iptables -A INPUT -p tcp --syn --dport 10000:65535 \
         -m connlimit --connlimit-above 1          \
         -j REJECT --reject-with tcp-reset

Unfortunately it blocks 1 connection to whole range of ports, not to every single one.

Is there any other way then simple bash loop to limit one connection per second to every port in this range?
