SSH and RDP attempts keep failing to a server, it appears that the server sees the syn packet and replies but the machine never gets the packet from the server and spits out syn packets. this continues until a reset occurs. what sort of issue would be causing this? i've thought of arp entry but i'm getting the syn+ack so thats not it, checked default routes, fine.

Do you have firewalls on the boxes? Do they log what they drop? Are these boxes on the same subnet and if not, what's in between them? –  Ladadadada Sep 30 '13 at 13:06
    
If they are on the same subnet, make sure that they both have the netmask set correctly. –  Dan Pritts Sep 30 '13 at 16:24
