Application access topology: One Window 7 Pro 32 Bit machine acting as a java applet server and remote desktop server; two remote desktop clients accessing server; one standard 10/100 switch connecting all three machines

Problem:
Whenever I access the applet through the remote desktop clients, my remote desktop client 's browser gets frozen. From my initial investigation, the browser gets frozen when the following login scenario is encountered: (admin user logged in at the server, remote desktop user account/s logged in to the server) But the browser does not get frozen when the following login scenario is encountered: (no one or remote desktop user account logged in at the server, remote desktop user account/s logged in to the server)

Question:
Is the problem caused by any security access restrictions wherein lower level access privilege users are blocked off whenever the admin level access privilege users accesses the java applet?
Are there any security workarounds (local security policy modifications, etc.) to still allow access regardless of which access privilege the logged in user is assigned?
