I have a MySQL server (The MySQL version is 5.5.25) that I packages with my software that I run on my Windows XP/7/8/Server, the MySQL server is starting up and running as required on the Windows OSes are all in English language.

I noticed that if I run this same software on any Windows OS where the language of the OS is in Arabic, the MySQL server bundled with the software will fail to start/run, but if I change the time from Arabic format to English it will work.

What is causing this kind of issue? Is it possible that some MySQL files that are required for it to run on OSes with other languages are missing?
