I'm trying to set up the isc dhcp server. My config looks like:

ddns-update-style none;

default-lease-time 600;
max-lease-time 7200;

  option broadcast-address 192.167.255.255;

}

When starting my client I can see the DISCOVER and OFFER in wireshark. But the OFFER isn't sent to the broadcast address instead it is send to the first ip in my given ip range. Any ideas?

Install dhcpdump, then post the dhcpdump output here? BTW, are you really using 192.167.0.0? That is a real network that is assigned to someone. –  Zoredache Mar 4 at 21:53
