I've been wrestling with getting Bugzilla installed on an airgapped (absolutely no internet connection) server for months now. I've made many different attempts to install cpan, and strangely most of my modules ended up installing from the local cpan that I built. All but two modules...Email::Send and Email::Mime.

Here is the error I get when trying to build the modules from CPAN. I've also tried installing these by hand. Make seems to run fine, but Bugzilla still can't find the modules when I run checksetup.pl

Do I need to do something else. Like adjust some sort of path or anything of that nature? Any help/advice is appreciated. Here's what I keep getting when I try and install via local CPAN:
