I had Tomcat working on my PC, it stopped working, couldn't debug. So, did a reinstall but it doesn't seem to work yet.

I have installed ver 7.0.52 and have startup script taken from here.

The localhost:8080 says 404 Not Found.

The /logs/catalina.out has the following output.

The localhost:8080 says 404 Not Found.

This means Tomcat, or another web server listening on port 8080, but in your case probably Tomcat, is actually running.

It is giving a 404 because there are no web apps installed for ROOT. Probably your original install had it part of it but this time when you re-installed it you did not install the sample ROOT web app or did not put yours in.

The /logs/catalina.out has the following output. java.net.BindException: Address already in use :8080

So you are trying to start Tomcat when it is running already as shown by the response when you browse to localhost:8080.
