I thought that IP address would always work for navigation to a Web site with a browser.

I have rather recently asked this same question where the answer actually worked. See here Can I browse to my ASP.NET application on an Azure VM using an IP address?

I have run a similar situation on a different Web application, where it did not work. Being able to navigate to the Web application is necessary for load balancing. Is there anything other than setting the bindings for the site, which I should look out for. The Web server is IIS 8.
