Devcon will allow you to do this. Here is a good article on how to use it.

I was trying to find some evidence that it worked with 2008 R2 since that build is for Windows 2003 x86 or IA64 (no x64). Looks like the current WDK has an updated version. See: social.technet.microsoft.com/Forums/en/winservercore/thread/… I'll post with confirmation that it works. – Rhett Dec 2 '09 at 4:14
