What happens when you try to send email with just msmtpd? It should work; if it doesn't its an issue with msmtpd.

Try using iotop and atop? These measure the disk usage. You'll also want to check the kernel time. Try using htop and seeing how much red is on the CPU's if it's a lot use perf top to troubleshoot what is causing high kernel time.

This sounds like a dev issue; CSS and JS are client side; meaning that if you aren't referencing them in your code somewhere then they'll never be served. They have nothing to do with the server; except for the fact that they'll be delivered by the server. The browser then loads the files (if it's able to find them).
