Your current system apparently has hyperthreading enabled while the old one hadn't. That may be the culprit; HT performance can be tricky sometimes. I'd try turning HT off (in the BIOS) and see if it makes a significant difference.

@jmiguel.rodriguez, this is definitely strange. What are you exporting from the iSCSI target? is it a fileIO or a blockIO device? You should give more details on the target type (lio, iet, tgt; etc) and configuration.

UDP doesn't insure correct data transmission. TCP does, at some cost (mainly CPU). A few years ago, most computers weren't fast enough to saturate a GigE interface using TCP/IP, but that's not a problem anymore. Furthermore if your network is heavily loaded, or your NIC very busy, UDP traffic may lose lots of packets thus achieving low performance overall. See ifconfig and nfsstats output for information.
