Luckily, our Servers are not SYN Flooded. Probably, it is normal situation for high traffic environment. I switched reusing of sockets with net.ipv4.tcp_tw_recycle = 1 and problem has gone.

If you have error like this "dpkg-buildpackage: warning: Failed to sign .dsc and .changes file", use dpkg-buildpackage -uc -us instead of dpkg-buildpackage -b. Otherwise, .deb files won't be created.

Yes, td-agent is started by /etc/init.d script. I thought upstart daemon monitors processes for td-agent, but you say it has to be upstart job - sounds reasonable. Yea, I know how to create start / stop scripts. Thank you!
