How are you doing the automatic runs? Using the puppet agent deamon? Cron? Mcollective? Are you sure you didn't install both open source and PE puppet?

Why does the "approval" need to be implemented in the deployment software? Why are not producing binary builds and instead performing builds on all the nodes you are deploying to? Are you already using CI software such as jenkins or bamboo? Your deployment should be a single command (running the deployment script).

Admin installed unit should go in /etc/systemd, not /usr/lib/systemd (but that wouldn't cause your issue). You should add the contents of your unit file.
