comment https only connects in local using Apache
my guess since you're able to access https (port 443) locally then it's most likely not SSL at fault, but rather Windows/Amazon where the problem is, maybe you enabled port 443 on Amazon Console for one policy yet using another policy for that VM (you have to verify that) same goes for Windows firewall, maybe you have another peace of software that is blocking that port.

comment apache being flooded?
I proposed block offender IPs (just like you) if this is not legitimate traffic, but its hard to know from outsider what's legitimate and whats not. your answer on the other hand I dont know how you determinate that this is open proxy... I host proxys and they dont produce lines such as this..

look in your IIS log what this IP is doing on your box so extensively to block it you can use IIS as well (or firewall)

comment How to redirect multiple domains to “www.” with mod_alias “Redirect” directive?
The current version for Apache 2.4 is 1.2.1. For Apache 2.2, use 1.1.11. For Apache 2.0, use 1.1.6. It won't work with Apache 1.3 for which you should use version 1.1.2.

it set on a remote server, but less then 1 byte in 30 sec? i'm not sure if there is a value high enough to do a transfer, like i said you should check your network (local, isp) and/or find a closer mirror.

there is a way, but your box in India will probably have same issue connecting to your VPS as mirror, so it's not useful.
