I believe problem maybe with your client then, as I have exactly same thing except for (connect_from_port_20), make sure that you're client set to use passive connection and not active. it works for me

once again, you need to adjust your security group to reflect your pasv_min_port and pasv_max_port not 20, 21 as while you're using ftp you're going passive not active.

@BrianBrown Your syntax is from 2.2, but CentOS7 comes with 2.4. Are you on 2.2 or 2.4?
